
The most common private water system (PWS) in Clark County is a well. CCCHD PWS program works to ensure all residents have safe drinking water if not served by a Public Water System.
The drilling of a new well, alteration of an existing well, and/or the sealing of an out of service well requires a permit from our office. This permit may be applied for by either the property owner, or their registered contractor. Also, rules require that all installations, alterations and other major repairs be performed by a registered private water systems contractor. The Ohio Department of Health maintains a list of the registered private water systems contractors. A homeowner constructing, altering or drilling a well, installing a pitless adaptor, or sealing a private water system must obtain a homeowner’s private water systems registration from the Ohio Department of Health.

The Clark County Combined Health District conducts inspections of sewage disposal systems and private water systems, on request, for the purposes of real estate transfers and refinancing. These inspections are sometimes required by the lender or may be requested by the buyer or seller. There is no law requiring an inspection of these systems by the local health district in order to sell a house.
Private water system inspections include a bacterial sample for determination of potable water and a sanitary survey of the system and surroundings.
